A group from the Ministry of Infrastructure and from Ukrainian municipal transport operators discovered the Urban Transport System of Lyon

On December 10-14, 2018, a Study visit on Public Service Obligations and sustainable urban mobility plans was held in Lyon. 

     With the support of the European Union within the project " Support to the implementation of the association agreement and of the national strategy in the transport sector in Ukraine " (AASISTS), implemented by Egis, a study visit took place in Lyon (France). 

     Participants were civil servants from the Ministry of Infrastructure, Reform Support Team Member, experts from the Transport Committee of the Verkhovna Rada and representatives from the municipalities of Sumy, Chernihiv, Lviv, Kharkiv, Zaporizhiya and Kryviy Rih, in charge of transport.

     The visit intended to provide participants with a clearer view of the way in which the EU regulation 1370 on public services obligation are turned into practice once the decision has been taken with the national authorities. The importance of adapted laws and by‐laws was emphasized and the participants were provided with practical example on the sustainable urban mobility plan in a major city of an EU Member state. The study tour was also emphasizing the organization of technological solutions (automated fare collection) into the regional (including city’s) public transport network from an institutional and legal perspective.

     During the study visit was putting forward hypotheses for future developments in Ukraine, by identifying the various points of view of the stakeholders.

      It is also important to emphasize the fact that the city of Lyon is a very good example of a successful one public transport operating network and possesses all kind of public transport modes (metro, tramway, tram train, bus, trolleybus, funicular, bike share) and state‐of‐the‐art transport infrastructure, partly developed by the Egis experts.

     The participants definitely got a very valuable practical experience!
