On December 12-13, 2019, in Lviv, at the initiative of the National Association of Road Builders of Ukraine, a Round Table meeting of “OPRC Project in Ukraine. Pros and cons in the implementation process” was conducted.
The meeting was attended by representatives of the largest road construction companies in Ukraine, Egis (as an independent project consultant), State Research Institute, Lviv Regional State Administration, the Highway service in the Lviv region, the Patrol Police Department and experts in the road construction industry. The pilot project OPRC (Output and Performance-based Road Contract) for the maintenance of the 187-km section of the Kyiv-Chop highway began on September 15, 2014. The term of the contract is 7 years. The project is funded by the EBRD. Currently, this project is a pilot and unique in Ukraine, which demonstrates high efficiency in maintenance of highways. The OPRC contract provides a payment not for the work actually done, but for the condition of the road, which must correspond to a specific list of indicators. If the contractor fails to complete the work within a specified period of time and fails to submit a report on the deficiencies in the special program, it will be subject to significant penalties. So, OPRC's contract philosophy is simple - the client pays the contractor not for the volume of work performed but for the proper transport and operational condition of the road. The contractor for the OPRC contract is the founder and member of the National Association of Road Builders of Ukraine –ONUR company. Egis acts as an independent consultant engineer supervising the project. The meeting from Egis Ukraina was attended by:Oleh Zavіyskyi – Team LeaderRostyslav Rusyn - First Deputy Director Summarizing the first day of the meeting, the National Association of Road Builders of Ukraine and road construction experts formulated basic suggestions on the directions of further work, namely:1) Adoption of DSTU (National Standard of Ukraine) regarding retention levels;2) Adjustment of the existing Methodology for determining the amount of work in terms of operational maintenance;3) Approval of a standard operating maintenance contract for final results;4) Development of a Methodology for determining the expected cost of purchasing maintenance services based on the final results;5) Development of criteria for selection of priority sites for OPRC. The result of the pilot project proved to be positive for our country and should be implemented in the future. The next day, December 13, the participants left the ONUR contractor company base, the participants drove part of the road serviced under the OPRC contract and saw the results of the work and the process of servicing this section of the road.
