Kharkiv Trolleybus Project - Due Diligence

Ukraine Public Transport Framework

The European Bank for Reconstruction and Development (EBRR) has approved the Ukraine Public Transport Framework in the amount of EUR 100 million to support investments in public transport renewal in Ukrainian cities.

Kharkiv is the second largest city in Ukraine with the population of 1million and 500 thousand of inhabitants. It used to be the first capital of Ukraine and remains a big scientific and industrial center until now. The city has a well designed, but not properly maintained transport system of trolleybuses which is in need of fundamental modernization. In this context, the allocated 8 million loan by EBRD could not cover all necessary works and the role of the Consultant is to confirm that the investment will be used properly and will guarantee considerable financial empowerment of the Municipal Transport Operator.
